      <image:caption>Formed in 2021 following the escalating cases of SGBV during the Covid-19 pandemic, the Talika Network is a growing community of over 105 stakeholders; like-minded NGOs, paralegal volunteers, ASHA/ anganwadi workers, community leaders and other focal point persons who are committed to addressing SGBV issues within their communities. The network seeks to sensitise the community about violence against women, and the laws available for redress, strengthen existing local support structures as well as building a referral system that links the complainant with a relevant redressal system. The Talika app, launched on February 21, 2022 and available for download on Google Play Store, is a digital tool which will enable survivors to access local support structures—NGOs, ASHA/anganwadi workers, government clinics, police stations, legal aid centres, etc., and government helplines; as well as gain simplified knowledge on what constitutes SGBV and applicable laws for redressal.</image:caption>

      <image:caption>MAP conducts a number of community-based legal awareness programmes with the aim of providing timely information about their legal rights under applicable laws, equipping them to navigate complex legal systems to exercise these rights, and building capacities of local support structures. To this end, MAP uses both traditional as well as innovative media like apps, animation, illustrated material etc., to simplify laws and ensure effective communication. MAP prioritises working with women and children, and other marginalised groups (LGBTQI, those with disabilities, etc.) who are survivors of or at risk of SGBV. MAP has undertaken legal awareness trainings on issues of SGBV, labour rights, entitlements and laws for redressal in case of violations, with over 1,100 members of target migrant and forcibly displaced communities. MAP has also conducted sessions with forced migrants who are UNHCR’s Persons of Concern, on the agency’s systems and processes.</image:caption>

      <image:caption>MAP identifies members within displaced populations to act as “barefoot advocates” who then, operate as the first line of responders and lead the advocacy efforts for the community. The goal is to equip these individuals to become agents of change, and reduce their dependency on external service providers. MAP also engages with the Paralegal Volunteer networks managed by the state legal aid authorities to build their capacities to respond to the specific needs of the migrant communities.</image:caption>

      <image:caption>MAP undertakes capacity building activities with its secondary stakeholders, which include UN agencies, State authorities, policy makers, I/NGOs, and judicial stakeholders. These sessions focus on creating awareness about relevant laws and redressal avenues that can be used to safeguard rights of the community in India. Over the years, M.A.P has conducted workshops in partnership with the National Judicial Academy, Delhi State Legal Services Authority, NHRC, Delegation of the European Union to India, and the UNHCR. We have also developed the Talika Network with over 100 service providers with who, we conduct workshops and training sessions for better coordination in grassroots responses to gender-based violence.</image:caption>

      <image:caption>Afghanistan is home to some of the oldest and finest embroidery techniques in the world. The craft has survived decades of war and turmoil, passed down through generations of women, who then brought it to India when they sought refuge here. MAP, in partnership with Dastkar India, envisioned Atiqa to create a transformative space for Afghan refugee women to use their skills in traditional embroidery, not only to secure a sustainable livelihood but also to have a therapeutic outlet for their common experience of being uprooted from their homeland. The project also allowed them to preserve their cultural identity and use art as an effective medium to forge a bond with the host population.</image:caption>

      <image:caption>Despite not being a signatory to the 1951 Refugee Convention, India has had a long standing practice of hosting refugees. However, its unwillingness to commit to the Convention has continued, in part, due to its belief that the Eurocentric approach of the instrument fails to consider protracted conflicts that have caused large scale displacement for decades, such as in the case of Afghanistan and Tibet, which consequently increases the burden on its resources. Taking this into consideration, MAP, drafted a comprehensive asylum framework keeping in mind India’s existing policies while ensuring that both Constitutional and international principles of law were upheld. The bill was endorsed by a sitting Member of Parliament and presented as a Private Member’s Bill in 2015.</image:caption>

      <image:title>Roshni - Roshni Shanker  Executive Director</image:title>
      <image:caption>Roshni Shanker is the Founder and Executive Director of the Migration and Asylum Project (MAP), India’s first and only dedicated law centre for forced migration and displacement. After completing her law degree, Roshni worked with one of India's leading law firms as a corporate lawyer. She later pursued a Masters from Columbia Law School, NYC, with a focus on international law and human rights. She joined UNHCR in 2010 and worked as a refugee status determination expert in various field offices, including India, Egypt and the UAE. Realising that traditional humanitarian interventions often fail to recognise the centrality of legal assistance to post-displacement recovery, and believing these gaps to be best addressed by grassroots organisations familiar with the local context, Roshni returned to India to set up MAP. MAP pioneered and instiutionalised the concept of legal representation in the asylum process in India and is one of the few organisations globally to have been authorised by UNHCR to represent asylum claims before the agency. Roshni was also a visiting faculty member at the National Law School of India University (Bengaluru) where she taught International Refugee Law. She has published in the Forced Migration Review, Refugee Law Initiative, and International Journal of Refugee Law, amongst others.  At MAP, she is responsible for the overall management, fundraising and M&amp;E.</image:caption>

Between 2021 and 2023, she served as a Fellow and later as a Senior Fellow at MAP, where she implemented multiple access-to-justice projects targeting refugees and migrant workers. At MAP, Gauri is responsible for the implementation and management of the organisation’s pilot programme that focuses on strengthening access to justice for migrant workers through legal awareness, assistance and advocacy.</image:caption>

      <image:caption>The ratio of “cases of gender based violence reported” to the “total no. of cases of gender based violence” is especially low in the target population, in part, due to a fear of approaching authorities but more so, because most girls and women aren’t aware of their legal rights in the country and of the justice redressal mechanisms available to them. In this background, we developed a booklet in 2019, explaining various types of gender based violence and the laws under which the perpetrators of such violence can be penalized; as well as providing numbers of organizations that can provide assistance to survivors of such crimes.
